Stop Anti-Choice House Bills 4085 & 4117 Now!

Friday, March 30 is the deadline for passage of House Bills out of the Illinois House. This means that any day this week the House could vote on HB 4085 (Ultrasound mandate) and HB 4117 (Clinic Regulations).

HB 4085 requires that, prior to performing an abortion, a physician must offer to perform an ultrasound and allow the patient to view it if she chooses to. It is highly unusual for a law to force a doctor to offer a particular test or procedure regardless of whether or not it is medically indicated. HB 4085 violates the doctor-patient relationship. Health care professionals, not politicians, should decide what care is best for their patients.

HB 4117 mandates that all facilities where 50 or more abortions are performed in any calendar year must comply with all of the regulations for Ambulatory Surgical Treatment Centers (ASTCs). Illinois law does not require surgeries to be performed only in ASTCs or hospital settings and this bill singles out abortion as the ONLY type of surgical procedure that MUST be performed in an ASTC if there are 50 or more performed at a particular site.

Neither HB 4085 nor HB 4117 improve safety or health care. These bills are direct attacks towards women and they are politically motivated.  

Five pro-choice amendments are waiting to be voted on for HB 4085 in the full House. Two pro-choice amendments have been filed on HB 4117. We are waiting to see if they will be considered.

Biography: Cheri was born in Springfield, Ill., in a home with a lot of love, learning from her parents at an early age the importance of hard work, community and helping others. Cheri’s mother was a social worker and pre-school teacher; her father a journalist and public servant. She has worked since the age of 10, her first paid job selling tacos and lemonade shake-ups at the Illinois State Fair. Before even that, she delivered the morning newspaper at 5 a.m. when her older brother, Danny, traveled for his weekend sporting events. Cheri moved to the Quad-Cities more than 25 years ago to continue her career in journalism, reporting on crime, city government, health care and other issues of importance. Cheri isn’t afraid of taking on the tough issues and was honored over the years with many statewide journalism awards, and a national award, for her in-depth, investigative reporting.

Cheri broke many stories of corruption and greed in government, including: the practice of a police department withholding arrest reports of prominent and politically connected people; a fire chief who made a practice of submitting fraudulent restaurant receipts for reimbursement; and a township official who was investigated and reprimanded by a grand jury and state’s attorney as a result of Cheri’s research into his unethical spending.

Cheri also worked in community relations and communications for health care providers. She served as the Vice President of Public Relations and Communications at IHS, the nation’s fifth largest nonprofit, nondenominational health system in the nation, with more than 20,000 employees and nearly $3 billion in annual revenue. Prior to her work at IHS, Cheri served as the Senior Director of Corporate Communications for Trinity Regional Health System in Rock Island, Ill.

After working in journalism and during her career in health care, Cheri decided to serve as a strong, independent voice for the community of East Moline. She served as an Alderwoman on the City Council in East Moline, Ill. Her top priority -- economic development – led to her founding and chairing the East Moline Downtown Revitalization Committee. Evidence of her success is seen in a more vibrant downtown area where dilapidated buildings have been demolished to make room for new development such as a Community Health Care clinic, now under construction. She is also a past member of the East Moline Citizens Advisory Committee and the East Moline Plan Commission.

Cheri is currently President of the board of directors of the Women’s Connection, one of Illinois’ largest women’s membership organizations. She is a past volunteer with Big Brothers/Big Sisters-Quad-Cities; Junior Achievement of the Heartland in the Quad-Cities; Two Rivers YMCA in Moline, Ill.; and United Way of the Quad-Cities Area, where she served on the Community Investment Committee.

Cheri earned her bachelor’s degree in political science from the University of Maryland, College Park, and her master’s degree in journalism from University of Illinois at Springfield. She also attended Illinois College, Jacksonville, where her parents and son are graduates. Cheri was honored to be inducted into the Illinois College Sports Hall of Fame. Cheri’s husband, Gerry, is a captain with the Rock Island County Sheriff’s Department and is the founder and commander of the Quad-City Bomb Squad. They have three sons, Tony, Nick and Joey, a daughter-in-law, Amanda, and grandson, Keiton.

Biography: After working for more than a decade in the marketing and advertising field, and owning a small business, Kenny has launched his campaign to be the next State Representative of the 26th District of Illinois. His lifelong interest in public service began in 1995 when he and his college roommate volunteered for Jesse Jackson Jr.’s congressional campaign. Kenny was not aware at the time that he would be involved in a highly pivotal congressional race. However, he took advantage of the opportunity and performed a variety of roles throughout the campaign, including meeting citizens throughout the south side of Chicago and surrounding suburbs. Due to his diligence and fervor in engaging with the community, Kenny was hired at the age of 25 to be a special assistant for Congressman Jesse Jackson, Jr.’s office. In this position, Kenny oversaw areas of economic development, education, and veteran affairs. This experience left Kenny with a fervent desire to broaden his skills to someday fully utilize his knowledge and expertise in serving the citizens of Chicago.

Fully aware that his experience in public service was limited up to that point, Kenny sought opportunities to work in the private sector in order to broaden his skill set that he hoped to later leverage when serving his neighbors, colleagues, and friends. Kenny was able to obtain a coveted sales and marketing position at a local distributorship. Through this experience, he developed an intimate understanding and appreciation of the dynamic factors that influence consumers to make a purchase. Utilizing this experience, Kenny launched a successful venture that caters to the consumers of Chicago, the culmination of merging his previous exposure to public service along with his acquired skill set in marketing and advertising, .

It was during this time that he met the women of his dreams, Dr. Yolanda Johnson. Even though she rejected him three times before agreeing to go out with him, their relationship soon blossomed, and they are now married and reside in the south loop with their five-year-old son Kenny Johnson III.

Kenny continues to address the issues of our community as a board member of K.L.E.O and Jobs for Youth. The K.L.E.O. Community Family Life Center is a non-profit organization and facility dedicated to strengthening families and providing a safe haven, through education, training, support and fun for people of all ages in the Washington Park Community. The Jobs For Youth organization assists young adults between the ages of 17- 24 in job training, GED programs and job placement. Kenny will continue to think in the best interests of the people, local citizens of Chicago, and work with vigor and a fervent vision to develop a strong, positive relationship between the citizenry and local and state government. He is committed to becoming a public servant who the people of Chicago and all of Illinois can trust and rely on to get things done and in their best interests. Kenny will employ the same diligence, humility, and candor to serve the 26th District.

PPIA and Congresswoman Jan Schakowsky Speak Out Against Mitt Romney's Out-of-Touch Stance on Women's Health

  
 
In response to presidential candidate Mitt Romney's promise earlier this week to "get rid of" Planned Parenthood, Planned Parenthood Illinois Action President and CEO, Carole Brite, was joined by Congresswoman Jan Schakowsky and a group of supporters to speak out on women's health care at Pancake Eggcetera in Rosemont, Illinois, where a Romney event was being held.

Congresswoman Schakowsky, a true champion of women's reproductive health and rights, discussed the valuable services provided by organizations like Planned Parenthood and the importance of protecting access to affordable family planning services, as well as breast and cervical cancer screenings.  She highlighted Romney's recent comments and warned that, if elected, Romney would be dangerous for women. 

Congresswoman Schakowsky knows that Planned Parenthood is a vital health care provider for millions of American women, giving them affordable access to life-saving services.  She's willing to stand up against those who are trying to turn back the clock for women.  We applaud Congresswoman Schakowsky for speaking out for women!

Candidate Spotlight: Kelly Cassidy for State Representative 14th District

Rep. Kelly Cassidy is a rising star in the pro-choice community. Although Cassidy was appointed to the Illinois House just last year, she has already shown her leadership abilities when it comes to standing up for Illinois women. This year, Cassidy filed an amendment to an anti-choice bill that mandates ultrasound requirements prior to abortions. She has repeatedly spoken out against anti-choice bills with numerous news outlets including CBS and MSNBC. In addition, Cassidy is a co-sponsor of comprehensive, age-appropriate sex education legislation.

Biography: As an organizer, a legislative director and a mom, Kelly Cassidy has spent the past 20 years living her values. Whether fighting for the rights of women and the LGBT community as an activist, working for a smarter criminal justice system within the state’s attorney’s office, or ensuring that her three boys have safe spaces to play in our community, she has devoted the last two decades to making government more accessible, efficient and effective.

Those experiences, both inside and outside the system, have afforded her great insight into how to be a better, more responsive and effective State Representative for the 14th district.

Cassidy’s first job in Chicago was as legislative director for the Chicago office of the National Organization for Women, which was an outstanding introduction to the inner-workings of government. Individuals often found the legislative process too confusing and legislators inaccessible. It was Cassidy’s job to empower women to advocate on their own behalf with legislators.

Highlights of her tenure included aiding in efforts to pass the Human Rights and Family and Medical Leave Acts, as well as defeating bill after bill attacking a woman’s right to choose. Locally, she worked to help pass the city and county human rights ordinances and fought to resume abortion services at County (now Stroger) Hospital.

She has often said that one of her most satisfying jobs was running Illinois Senator John Cullerton’s district office. As the constituent service lead, Cassidy knew at the end of the day someone had their problem solved because of her efforts. It also became clear how often constituent contacts drove a legislative agenda. Their input often led to the introduction of legislation, intervention with a state agency at the policy level and real change that affected far more people than those few that brought the problem to the office’s attention. Cassidy’s top goal as State Representative is to use the district office in the same manner — helping constituents address their needs, while also looking for ways to prevent problems from recurring.

Through the years, Cassidy has worked both as an advocate and as a professional on issues such as choice, equality, social justice, access to quality health care and child care.

Prior to her appointment as State Representative, Cassidy was responsible for development and management of the $20 million grant funding programs within the State’s Attorney’s office. She was a key player in creating programs for domestic violence victims, hate crimes victims and victims of human trafficking, as well as programs to address mortgage fraud, support community justice centers and enhance the use of DNA evidence.

Additionally, she helped lead the budget process for the State’s Attorney, which has given her great insight into the impact of budgets on government policy. While budget numbers shrunk, Cassidy found creative approaches to fund critical programs.

Since becoming a State Representative, Kelly has hit the ground running on a variety of issues involving economic development, criminal justice and social services. She helped to restore critical services that had been cut and opposed corporate bailouts in favor of small business development. She has been working on several bills to decrease crime by making it harder for criminals to get weapons and substantially increasing penalties for gun crimes.

Cassidy’s combination of non-profit sector, state and local government experience provides her with unique perspective, expertise and understanding that empowers her to serve as an outstanding representative for the 14th district.

Cassidy is a member of Temple Sholom. Cassidy, 42, lives in Rogers Park with her partner, Kelley Quinn, three sons and two dogs.

Despite becoming a state representative just two years ago, Rep. Camille Lilly quickly became a leader on issues dear to Planned Parenthood. Early in her legislative service, Lilly asked to visit the Planned Parenthood health center in her district because she wanted to learn about and understand the health care needs of the women in her community. During that meeting she expressed deep concerns about the ability of her constituents to access affordable health care. Lilly’s commitment to good health at all stages of life is demonstrated through her sponsorship of HB 3027 which will set medically accurate and age appropriate standards for sex education in public schools.

Biography: State Rep. Camille Y. Lilly, a lifelong resident of Chicago's Greater Westside, is known for her dedication and commitment to the residents of the Austin and Garfield communities and the surrounding western suburbs. Over the past 20 years, she has established herself as an active voice for improving health care, protecting our neighborhoods, creating stronger schools and creating jobs.

As the founder and former executive director of the Austin Chamber of Commerce, Lilly has built strong working relationships with the local park district, 15th District Police Department, area schools and newspapers, community leaders and agencies. She will use her business experience to continue fostering job creation and economic development in the region.

As State Representative, Lilly is committed to being an open and accessible advocate for all residents of the 78th District. She is committed to working to address the needs and concerns of the area by fighting for educational assistance for families and students, boosting job creation and business development, making health care more affordable and accessible, and expanding mental health services at the community level.

Issues: Improving Financial Situation, Ethics, and Education

Biography: “Throughout my career, I have embraced the responsibility that comes with serving the needs of others.” Benson’s career has spanned 35 years in education, seventeen years as a teacher and the last eighteen years as an administrator. She has lived in the Illinois Valley for 26 years, the last 10 on the north side of Ottawa.

“When we first moved to the area, we heard how this was a wonderful place to raise a family. We found that to be very true, and I want to return the favor by representing and working in the best interest of the Illinois 38th District. I will work with constituents to make our community the best place to live and work.” While working to improve the financial situation of the state is a priority, ethics and education are Benson’s focus. “I will bring my strong background in education policy coupled with a common sense approach. Ultimately, good education policy creates a healthy climate for attracting business and entrepreneurs to our region, and to create a better life.”

Benson has served as a leader in numerous organizations, including the Illinois Music Educator Association and the Illinois Education Association. She continues leadership positions in the Illinois Association of School Administrators, the American Association of School Administrators and the Illinois Association of School Business Officials. Benson served on the board of directors for the Mendota Community Hospital and the Ottawa YMCA, and participated in the Ottawa Friendship House Capital Campaign. She is currently a member of the Streator Rotary Club, the board of directors of the V.O.I.C.E. Organization that advocates for education and serves on the board of directors for the Mendota Education Foundation.

Benson has worked through professional organizations and met with federal and state legislators to advocate for educational and economic issues. Benson and her husband Rex, of 36 years, have two children, Stephanie who lives Ottawa, and Nick who resides in Chicago. She received her Bachelors, Masters, and Certificate of Advanced Study from Illinois State University and obtained her doctorate degree from Northern Illinois University.

Biography: Julie was born in Beardstown, Illinois. She attended Knox College and graduated with B.A. in political science in 1978. She served from 1986 to 1996 (and was Chairperson of the committee from 1994-1996). During this time, she promoted new legislation protecting children’s rights in juvenile court and expanding the role of court appointed guardians-ad-litem.

Julie Morrison continues as West Deerfield Township Supervisor today. Biography: Tom is a husband, father, veteran, union member, community leader, volunteer coach, and hard-working public servant. International Women's Day


Today is International Women’s Day, a day to focus on women’s social and economic advancement. In our country and around the world, women’s health and rights have greatly advanced in the last century. Yet lately, there seem to be an increasing number of examples of that success slipping away.

Last month in Honduras, the Supreme Court upheld a decision outlawing emergency contraception. Today, any woman or doctor found using or distributing the “morning-after” pill in that country could face criminal prosecution and jail time. The law equates emergency contraception with abortion, which is barred except in life-threatening cases and even then legally restricted. As the name suggests, emergency contraception is not abortion. It is a form of contraception. This latest ruling in Honduras, however, reflects a larger global trend of opponents of legal abortion now going after birth control.

Sound familiar? It should. This messaging is an American export.

The global debate clearly echoes the regressive conversation taking place at home. Recent deliberation over health insurance coverage of contraception without co-pays has revealed the extreme positions held by some members of Congress. Opponents of legal abortion would like to bar women’s access not only to the procedure, but to the most effective means of preventing it. And these same opponents of birth control coverage for American women routinely propose slashing U.S. foreign aid for international family planning programs.The United States must support robust investments for family planning programs at home and abroad.

Politics should not stand in the way of women’s access to family planning anywhere in the world.

Those of us who work in public health know firsthand the consequences of denying women access to birth control. The picture is grim.

Globally, 215 million women want to plan or space their births but lack access to modern contraception. Virtually all of these women live in developing countries. Evidence shows that when women can’t access contraception, they experience high rates of unintended pregnancy, which leads to high rates of unsafe abortion, pregnancy complications, and maternal deaths. Evidence also shows that fewer women die from pregnancy-related causes in countries with strong, publicly funded family planning programs.

Here in the U.S., we are lucky to live in a country with public support for family planning. The vast majority women who need it have access to modern contraception.

The president’s recent budget request to Congress stays true to these ideals and protects funding for family planning programs at home and abroad. Time will tell if Congress chooses to honor these requests in the final budget. On International Women’s Day, we should be celebrating our success, not trying to dismantle it. Better access to family planning is the legacy we should be exporting. When women and their families have access to family planning, unintended pregnancy, unsafe abortions, and maternal death all decline.

Access to health care should not be determined by where you live. Planned Parenthood affiliates across the country and our partners around the world are dedicated to ensuring access to quality health care services for women and their families everywhere.

Biography: Christian was raised by his mother, who has been a nurse for 30 years, and his grandfather, who was a union steelworker and an elder at his church in Maywood. Christian began his career as a faith based community organizer in the south suburbs and Southside. As a community organizer, Christian worked with single mothers like his own who were fed up with the quality of their neighborhood schools, with homeowners concerned about losing their homes to foreclosure or the kind of flooding he’d endured in his youth, and with families concerned about being able to provide for aging loved ones – an experience he could relate to after caring for ailing grandparents.

As an organizer, Christian worked with people, in their communities, to fight for living wage jobs, adequate housing, improved transportation, and equitable schools. In 2009, in consultation with community leaders and the members of the general assembly, Christian drafted legislation that would become the Urban Weatherization Initiative, a $425 million dollar state jobs program focusing on insulation, weatherproofing and upgrading of single family homes in low and moderate urban areas in the state of Illinois – and a requirement to hire workers from those communities.

Christian’s efforts as an organizer also led to several other measurable improvements. The state legislature passed a law to create a universal fare card for transit systems in Chicago and the South Suburbs, drafted in part by Christian. Christian graduated from the University of Chicago with a bachelor’s degree in Public Policy Studies. He is a resident of the Bronzeville community.

PPIA's Primary Election Endorsements

Today PPIA announced our endorsements for the March 20th Primary Election. We made endorsements in races for the U.S. Congress, the Illinois Supreme Court, the Illinois Senate and the Illinois House of Representatives.
